How is the amount of construction developing in different sectors and as a whole? The cyclical review of the construction industry tells it twice a year, in spring and autumn. The printed version of the review is published as an appendix to Rakennuslehti.

Economic outlook autumn 2025
The beginning of the year disappointed expectations and construction production has been weaker than expected. Zero economic growth and weak consumer confidence have frozen the budding recovery in construction. This year's growth will be less than one percent, next year growth is expected to accumulate to around 3,5 percent. A stronger recovery is expected in 2027 at the earliest, but there are no guarantees of growth for now.

This year's forecast for all types of construction is positive. An increase of 4 percent is expected. Last year, construction contracted by 8 percent, and construction production is still at a historically low level. However, uncertainty in the economy and the forecast is very high. If the trade war pushes economic growth to zero, it could also kill the construction recovery.

Construction shrank by a historic amount last year, as much as 16 percent. For this year, the minus will decrease to 7 percent. For next year, a 4 percent growth is expected, which, of course, mainly comes from weak comparative figures. A decent turnaround is not yet visible, because housing construction remains in the lowlands.

Construction decreased by 11 percent in 2023, clearly more than during the financial crisis. All sectors of construction froze, but the drop in housing production was the most dramatic. There is no reversal in sight yet.
