Construction pool

Construction pool is a cooperative body between companies and authorities in the construction industry in preparing for disruptions in normal conditions and exceptional conditions related to construction activities. Construction pool works closely with, for example, the Defense Forces, regional administrative agencies, ELY centers, rescue services, municipalities and cities.

The central task of the construction pool is to ensure the rapid availability of construction capacity and necessary construction materials in various serious social disruptions and exceptional circumstances. In the construction pool, all key branches of construction are represented.

The pool committee manages the pool's operations and five regional committees are responsible for the industry's regional preparedness.

The construction pool operates in accordance with the criteria and guidelines established by the National Security Agency, and its operation is based on the pool agreement concluded between the National Security Agency, Rakennusteollisuus RT ry, Sähkö- ja teleurakoitsijat ry and the Yleinen toimialaliitto ry. The construction pool belongs to the industrial sector of the security of supply organization.

Construction pool tasks

• Maintaining the maintenance security situation in the construction industry
• Participating in the planning and development of contingency construction
• Maintaining the resource situation picture of the construction industry
• Drafting proposals for measures to ensure the availability of critical raw materials and materials in the field
• Designation of companies that are critical in terms of security of supply in their field
• Supporting the readiness and continuity planning of companies in their field
• Organizing exercises and training sessions to develop the industry's readiness
• Promoting the digital security of the built environment

Implications for businesses

By participating in the pool's activities, companies' normal risk management and business continuity can be developed. In addition, their ability to provide services to society improves in various disturbance situations and exceptional circumstances.
