Contact in cases of abuse and contractual disputes

If you suspect that someone is acting improperly or if you believe, for example, that the other party is acting in violation of the agreement, it is important to intervene and, if necessary, contact the authority. This page lists the competent authorities and courts in various matters with their contact information.

Disputes 

District courts, as courts of first instance, deal with disagreements between private people and/or legal entities, i.e. disputes, as an impartial court. In connection with the construction industry, such matters are, for example, housing sales and contract disputes. 

Unless otherwise agreed, the court must be the competent district court at the defendant's place of residence or, in some cases, for example, the competent district court at the location of the real estate.

Consumer disputes 

Basically, the Consumer Disputes Board makes recommendations for solutions in disputes concerning consumer goods, where the buyer is a consumer and the seller is a trader. 

The Consumer Disputes Board handles e.g. disputes concerning the sale of housing, room rent and the transfer of the right of occupancy, in which the parties can also be two private individuals. 

Criminal matters

In criminal cases, an investigation request is made to the local police authority, on the basis of which the case may proceed to a preliminary investigation, to the prosecutor's consideration of charges and, if the case requires it, to the competent court. 

Administrative legal matters

A person or an entity that considers a state or municipal authority's decision in a matter concerning them to be unlawful can, as a general rule, appeal against it.

In connection with the decision, the authority must indicate how and to whom the decision can be appealed. Often, the decision can first be corrected, after which the person who is still dissatisfied with the decision can appeal to the administrative court. 

Competition and Consumer Agency

The Finnish Competition and Consumer Agency (KKV) is competent in relation to restrictions of competition, control of mergers and acquisitions, competitive neutrality, promotion of competition and control of public procurement. KKV safeguards economic competition, for example, by intervening when necessary in competition restrictions, such as cartels and abuse of a dominant position.

Market law

The Market Court is a special court that deals with and resolves competition and control matters, matters related to public procurement and market law matters. The Market Court also deals with industrial and copyright disputes, applications and appeals.
