Opinions on regulations prepared on the basis of the Energy Efficiency Directive (EPBD)

RT has issued a statement on proposed changes regarding improving energy efficiency in connection with the implementation of the Energy Performance of Buildings Directive (EPBD). The statement contains three regulations related to the energy efficiency of new construction, the energy efficiency of renovation construction and energy form factors.

The Energy Performance of Buildings Directive entered into force on 29.5.2024 May XNUMX, and a two-year period began during which EU member states must adapt their national legislation to comply with the directive. In Finland, this means changes to a large number of laws and regulations, and in some cases, writing completely new legislation.

Three preparatory groups were established under the monitoring group established by the Ministry of the Environment, through which the intention was to prepare legislative amendments together with industry actors so that the changes would also work in practice and approval for the changes would be more easily achieved.

To the disappointment of RT and many others, however, the preparatory group has been used very inadequately, as a result of which the draft regulations now proposed have not utilized the experts in the field sufficiently and contain factual errors. In RT's view, the proposed amendments to the regulations now also do not achieve the stricter energy efficiency requirements set out in the directive.
