A series of amendments to the Construction Act in parliament - clarity on the assessment of the suitability of designers and foremen

The new Construction Act will enter into force on January 1.1.2025, XNUMX, and it is currently being filed in parliament. The final content of the law will be confirmed during the next week. Eligibility requirements have been clarified in the parliamentary proceedings, among other things.

From the point of view of construction companies, it has been unclear until the last moment how the qualifications of designers and foremen will be demonstrated next year. Now the situation has become clearer, and from the beginning of next year, the methods of proving the qualifications of the responsible foremen and designers are as follows:

  • A valid FISE qualification awarded before 2025 or
  • With a certificate issued by an authorized institution from 1.1.2025 January XNUMX or
  • Proof of having worked as a responsible designer or foreman in a Finnish municipality in projects of a similar level of difficulty and purpose of use during the previous five years (this transition provision is valid for two years).

In addition, a person who has completed a master's degree at a technical educational institution before January 1.1.1998, 1.1.1997 and has at least four years of experience in a work management position on similar sites is considered to meet the eligibility requirements for an exceptionally demanding design task. The same applies to building architects who graduated before January XNUMX, XNUMX. This transitional provision is also valid for two years. If you have applied for and received a qualification from an authorized institution during that time, the qualification is valid for seven years.

The Ministry of the Environment has already approved SETI and Inspecta as authorized institutions to issue qualification certificates from 1.1.2025 January XNUMX.
