According to Helsingin Sanomat, years of ambiguities have come to the fore regarding the asphalt works on the streets of Helsinki. According to the newspaper's information, the city's construction service Stara, which is responsible for contracts, has been subject to an internal audit.

The subject of the investigation is tenders for contracts, pricing and invoicing. The client of the work has approved annual invoicing, in which it appears that overpriced products and machines were used and unclear hourly work was performed. The companies mentioned in the article are not members of INFRA ry, which represents the infrastructure industry in Rakennusteollisuus RT.

Individual problems with procurement have come up in the past, but the tender documents have mostly not been revised and the final invoices have not been addressed on a large scale, says HS.

The initiative to clarify the matter came from the companies in the field, who raised the suspicion that with the current procurement documents, competitions can be won at low prices, and at the end of the contract, the work will be billed according to the real, more expensive price.
