Statement on the draft for the government's proposal for a law on the information system of the built environment and the amendment of the Land Use and Construction Act

On August 11.8.2022, XNUMX, the Construction Industry RT has issued a statement on the RYTJ bill and the amendment of the Land Use and Construction Act.

As digitization progresses, a good data transfer infrastructure is required, so the goals of the law in themselves are good and appropriate. The legislation proposed now certainly has many benefits, but the adverse effects and problems are almost completely exhausted from the impact assessments.

The biggest impacts will be on municipalities and other public actors, but there will also be impacts on various parties to the construction project. Impact assessments of these parties have not been done in practice at all, for example, the person undertaking the construction project is not mentioned once in the entire presentation.

Of course, it has been difficult to carry out impact assessments when it is not even known yet what all the information will be delivered to the information system in time. This problem has also been emphasized in our statement.
