Statement to the Ministry of Transport and Communications on the digitization of logistics

The role of digitalization in making logistics more efficient is essential, and the possibilities of digitalization are already being utilized by many operators in the field. The main goal is to manage data related to the entire transport chain by opening the information produced by different parties to the use of the entire transport chain and various service providers.

INFRA ry thanks you for the opportunity to make a statement about the Government's decision in principle on the digitization of logistics and states the following in its statement:

The goals of Marini's government program to promote the digitization of transport, service provision and shared use are worthwhile. The principle decision on digitalization of logistics that is now being pronounced is part of the major change underway in the transport sector, which is being promoted along with the principle decision that is being pronounced, e.g. also with the help of the national transport system plan and the fossil-free transport road map.

The role of digitalization in making logistics more efficient is essential, and the possibilities of digitalization are already being utilized by many operators in the field.

The main goal is to manage data related to the entire transport chain by opening the information produced by different parties to the use of the entire transport chain and various service providers.

When pursuing this goal, it is good to take into account that some of the information related to the transport chain, especially of companies, can be their competitive factor, which it is not appropriate to hand over to competitors. In addition, it is important to take care that the goods being transported may have properties that must not be disclosed to outsiders under any circumstances. In the infrastructure sector, such information is, for example, certain information related to the transport of explosives or other VAK information. The information must be available to the authorities who need it, but in the case of non-authorities, companies must be given the opportunity not to report sensitive information about the material being transported.

Information automatically collected from various sensors placed on physical roads and, for example, from vehicles serving logistics, creates a valuable snapshot of the road service level, and it is important to be able to use it as input data for road maintenance and day-to-day maintenance, for example. For example, information about road slipperiness and snow conditions or, for example, the smoothness of the pavement, is valuable information for road maintenance and care companies and other road users.

Another key goal of the decision in principle is to increase the opportunities for citizens and companies to influence their own carbon footprint as transport customers. The goal is good, but building a national model without internationally agreed standards may lead to unnecessary work. The construction of the model should be agreed upon internationally and an internationally accepted model should be adopted in Finland as well.

As one of the measures in the principle decision, it is mentioned that digital infrastructure should be developed as part of the physical transport infrastructure development activities. This procedure includes the so-called the realization of a digital twin, which is a reasonable goal according to INFRA ry's view. The physical infrastructure acts as a platform for digital services and in the future, for example, enables automatic driving. INFRA ry would like to remind you that the full benefit of digitization can only be obtained if the physical infrastructure serving as a platform is in good condition and its day-to-day maintenance is of a high standard.
