Statement to LVM on the draft of the government's proposal for laws on the implementation of the amendments to the road traffic professional qualification directive and the driver's license directive (VN/8505/2019)

INFRA ry presents clarifications on a few points of the presentation and that virtual education should not be equated with self-directed online education.

Summary of the statement

In our opinion, we state that the section below could be specified to clarify the matter;

Section 28 1: Exceptions to the professional qualification requirement for truck and bus drivers.
The driver is not required to have a professional qualification if:

section 8) the vehicle transports materials, machines or equipment used by the driver in his work, provided that the main task is not to transport the vehicle; or the vehicle is used to transport a small amount of its own products, which the driver sells in a certain location, provided that the main task is not to transport the vehicle.

This has been interpreted too strictly, demanding to start work immediately, unlike in the directive. This should be clarified in line with the spirit of the directive.

We also state that virtual teaching should not be equated with self-directed online teaching, but that it should continue to be possible in its current scope as a cost-effective and environmentally friendly alternative.
