A checklist for the customer and especially for the main contractor when entering into a subcontract or labor hire agreement with a foreign contracting partner.
- Require a subcontractor or a foreign company that hires labor to submit the following statements in an understandable language (customer liability statements):
- statement of whether the company is registered in the country of origin in a register corresponding to the advance collection register, the employer register and the VAT register
- extract from the trade register issued by the authority of the company's country of establishment
- a similar report, which shows the company's signatories
- a certificate issued by the tax authority of the country concerned, which shows that the company has no tax debt
- posted worker's certificate (A1 certificate) for posted workers. The certificate shows that the employees' social security insurance has been taken care of in the country of origin. If the sent employees do not have a valid A1 certificate to show, the company must take out occupational pension insurance and accident insurance for its employees from Finland.

- report on the organization of occupational health care in Finland
- If the company has a Finnish y-identification number, the company must also submit reports from Finland in accordance with the Customer Liability Act.
- Please note that a foreign company can have both posted employees and employees hired in Finland. If the company has employees hired in Finland, it must be included in the employer register in Finland, if it regularly pays wages to two or more employees. If the company pays a salary to one employee on a permanent basis and in addition to one or more employees whose employment relationship is temporary, it must also be in the employer register.
- Make sure in writing that the foreign company has appointed a representative and knows the representative's obligations.
- Remind the foreign company in writing that it must make advance notification of posted workers to the regional Regional Administration Office.
- Make sure that the company's employees have the right to work in Finland and that it is valid for the entire period of employment
- Make sure that the company presents the information on the basis of the foreign employee's right to work to the site management during the orientation.
- Make sure that all employees are registered in the public tax number register and that the person has a photo ID in accordance with the law.
