The general contractor of the joint construction site must keep a list of all those working on the site. 

The list must be kept for six years after the end of the year in which the construction site was completed. The list does not need to be kept on a construction site where the building or part of it will be used by the individual who is the builder. 

The Occupational Safety and Health Act changed on July 1.7.2014, XNUMX, when the list-keeping obligation of the main contractor of a joint construction site also entered into force. 

It should be clear from the list 

  1. the person's first and last name, date of birth and tax number; 
  1. the start and end date of working at the site; 
  1. the employee's employer's name and Y ID number or an equivalent foreign identifier; 
  1. the name and contact information of the representative in Finland referred to in Section 1146 a of the Act on Posted Workers (1999/4). 

If there is no main contractor or other main executor on the construction site, the developer must keep a list. 

Everyone on the site at the time of the inspection is listed 

The keeping of the list is supervised by the inspectors of the occupational safety and health responsibility area of ​​the Regional Administrative Agency. The list must include all the persons who are at the site at the time of the inspection. A memorandum has been drawn up in the cooperation group of the occupational health and safety responsibilities of the Regional Administrative Agency, which discusses, among other things, who should be included in the list kept at the construction site. 

Information on the basis of the right to work for foreign employees 

Based on Sections 81-82 of the Aliens Act, the main contractor must keep information on the basis of the right to work of foreign workers at the site for two years after the end of work at the site. 

Access control needs to be organized 

In order to fulfill these obligations and to collect information to be reported to the tax administration, it is necessary to organize electronic access control at the construction site. 

It makes sense that the information entered into the list is also recorded by the person's employer in advance and the same information is used both for the list and for notification to the taxman.
