Limit values for the carbon footprint of buildings come into effect on 9.1.

On 8 January, the Government approved a decree on the carbon footprint limits for new buildings. The limits will be applied from 9 January 2026 when applying for a construction permit for a new building. However, the climate assessment and the carbon footprint calculation that form part of it will be carried out by the time of the final inspection, not when applying for the permit.

The limit values have been set by use category, and they will become stricter at the beginning of 2029.

Limit values do not apply

  • detached houses
  • defense buildings
  • buildings for which an energy certificate does not need to be drawn up and
  • building repairs and alterations, increasing the floor area or expanding the building.
