The Best Municipal Infrastructure Customer Competition is launched

Which municipality is making the most of the market and ordering infrastructure services smartly? We want to hear where the best infrastructure customer in the municipal sector can be found. Submit your proposal by Monday, January 12, 2026.

By developing infrastructure construction practices, the quality of projects can be improved, costs can be reduced and disruptions to infrastructure users during construction can be reduced. In maintenance, successful procurement procedures improve the timeliness, quality and overall economy of measures. Successful infrastructure procurements achieve the goals of the client, contractor and local residents.

A smart municipality engages in market dialogue with entrepreneurs to make municipal infrastructure procurement work. The municipality is creating functioning markets for companies of all sizes and encouraging service providers to innovate and use new methods. The municipality builds an atmosphere of cooperation through projects and takes sustainable solutions into account in its infrastructure procurement. It has a good understanding of the life cycle of the built environment and takes into account the feasibility of projects at an early stage of planning.

Is this how infrastructure procurement works in your area? Who, for example, has successfully utilized market dialogue or built a good atmosphere of cooperation? Who has developed their operations so that the best is obtained from companies – for the benefit of the municipality, residents and business life?

Submit a proposal for the Best Infrastructure Customer competition

The Association of Finnish Local and Regional Authorities and INFRA want to support the development of municipal procurement. Let's spread good ideas and develop procurement for the benefit of municipalities, their residents and the business community!

This is the second time we are organizing the Best Infrastructure Contractor competition in the municipal sector. The first competition was organized in 2021. In addition, INFRA ry has organized the Best Municipal Contractor competition in 2017 and 2019.

If you know of a municipality that meets the criteria described above, please let us know! Or if your municipality meets the criteria, feel free to sign up.

A jury of experts evaluates the proposals

The winner will be selected from the submitted proposals by an expert jury, which includes representatives from the Association of Finnish Municipalities and INFRA and its members. The competition will select a winning municipality, and a maximum of two honorable mentions may also be awarded. Successful municipalities will gain visibility in the organizers' various communication channels. At the same time, smart practices will gain visibility.
