The negotiations launched by the Finnish Construction Industry Federation (RT) and Property Owners and Developers Association (RAKLI) in May 2024 to reform the general terms and conditions of contracts in the construction sector continue. The target timeframe for the YSE reform has been set at three years.

The YSE terms and conditions, which are intended for managing contractual relationships between clients and contractors in construction contracts, were last revised in 1998.
Over the past year, the negotiating group has discussed, among other things, the effects of changes in the operating and regulatory environment on the general terms and conditions of contracts, as well as additional and amendment work. Background material for the negotiation process has been collected, for example, at workshops aimed at industry players.
The negotiators are persons appointed by RT and Rakli. Rakli's negotiators represent housing, infrastructure and commercial construction, and RT's negotiators represent various contracting sectors, such as building construction, infrastructure, building services and surface industries. In addition, the Electrical and Telecommunications Contractors Association STUL is participating in the negotiations.
RT and Rakli will provide information on the progress of the negotiations as needed. However, for competition law and confidentiality reasons, the content of the negotiations cannot be communicated while the negotiations are in progress.
If you have views on how the YSE terms and conditions should be reformed, you can still present your needs for change and wishes regarding the YSE reform to RT's lawyers, who are responsible for the matter.
