The overall reform of the Land Use and Construction Act is being implemented, as the Ministry of the Environment is starting the preparation of other MRL sections in addition to the already approved Construction Act. The MRL will be divided into four different laws, which are the Construction Act, the Land Use Act, the Community Development Act and the Community Development Act.
In the last election period, after the overall reform of the Land Use and Construction Act failed, only the construction section was promoted. The Construction Act was approved in the spring of 2023 and will enter into force on January 1.1.2025, XNUMX. However, the law is being amended in some respects even before it enters into force, and the preparation of the so-called correction series has started on the basis of the current government program.
The Ministry of the Environment has started preparing for the renewal of the Land Use Act. It has appointed a working group whose task is to prepare regulations on the zoning system (VATs, provincial plan, general plan, site plan), appeal rights and implement PM Petteri Orpo government program registrations related to zoning: the landowner's right of initiative and partnership zoning are recorded in the law. Anu Kärkkäinen has been appointed as RT's representative to the working group and Juha Laurila as deputy member. The term of office of the working group is 1.11.2023 November 30.9.2024-XNUMX September XNUMX.
The Ministry of the Environment has appointed a working group to prepare new laws for joint development and community building. The following provisions of the Land Use and Construction Act will be up-to-date in the preparatory work for the reforms starting in January: municipalities' land policy, reimbursement of the costs incurred by the municipality in the construction of communities, transfer and redemption of the municipality's land, and regulations regarding the maintenance of streets and public areas. In addition, government program entries related to the above-mentioned contents are carried out. Representatives of RT and INFRA have been appointed to the working group Anu Kärkkäinen ja Juha Laurila.
