The construction industry has been plagued by a chronic shortage of skilled workers for a long time, as a result of which the industry's growth threatens to be stunted. There is a shortage both of the labor force that has completed secondary vocational education and of experts of higher education.
In order to find solutions to the skills shortage, Rakennusteollisuus RT conducted a skills needs assessment with its member companies, which asked the companies' views on recruitment, teaching content and foreign workforce, among other things. The survey was made in cooperation with the Ministry of Education and Culture and the Ministry of Labor and Economy.

The survey of skills needs in the construction industry was carried out by Innolink Research Oy in the spring of 2021. The survey was answered by 459 representatives of companies in the construction industry from 382 companies. The answers were weighted to reflect the member company base of Rakennusteollisuus RT, according to the company's size class and industry. The industries that were studied were house construction, infrastructure construction, specialized and other construction activities, and the construction product industry.
