RT considers it important that the decision-making process of the State-supported Housing Construction Centre (Varke) be developed to be more predictable, open and smooth.
The association believes that the draft project guide is partly contradictory: it aims for affordability, but at the same time sets requirements that increase costs and limit the use of various contract forms at the expense of quality and innovation.
RT also demands that the legal status of the guide be clarified: applicants and operators must be able to assess the requirements unambiguously and objectively, and they must not be based on surprising or subjective interpretations. In addition, the association believes that Varke should not set additional requirements that exceed the law and planning regulations, for example, for parking solutions or accessibility.
