How will the reconstruction of Ukraine affect the Finnish construction industry? 

The construction industry RT's report on the reconstruction of Ukraine brought a reassuring message to our industry: although the reconstruction is huge in scale, its effects on Finland will likely remain moderate. On the other hand, “no news is good news” is especially true in a market that has been living from one uncertainty to another in recent years. The market has time to adapt during the construction that begins in stages and continues for decades.  

KeThe main reason for the moderation of the impacts is related to the construction schedule. RT's report According to the most likely scenario, Ukraine’s reconstruction will begin in stages. This means that it will not produce a sudden spike in demand that would tear up material flows or pricing in one fell swoop, but rather demand will increase in stages over several years and decades. This will ease the pressure and give the market time to adjust. 

Availability challenges are focused on raw materials and materials – not labor  

It is not believed that Finnish or international workers working in Finland will move to Ukraine to follow the construction sites, and reconstruction is not believed to cause a skills shortage in Finland.  

Instead, global supply chains for materials and components used in construction may experience temporary spikes or bottlenecks in demand. Steel, cement and electrical systems in particular may come under scrutiny if construction volumes increase rapidly. 

However, it is important to note that the study does not rule out other sources of market disruption. Even if Ukraine does not immediately destabilize the balance, global economic and trade policy movements may do so. If the United States tightens import tariffs or prioritizes domestic investment projects, the availability and prices of materials could change rapidly in European markets as well. Similarly, large investment packages in Germany could absorb the same materials and labor from nearby regions that Finnish projects would need. 

The domestic cycle also has an impactIf construction in Finland takes a turn for the better, for example as green transition investments accelerate or the housing market recovers, competition for resources will inevitably intensify. In this case, even small external changes may intensify. 

That's why the result of this study is not just a sigh of relief. It's also a reminder: 

  • Preparation is still essential 
  • Supply chain management affects competitiveness 
  • Material strategies take center stage 

For Finnish companies, the reconstruction of Ukraine may also open up opportunities over time. However, responsibility and long-term persistence are the key words: the goal of reconstruction is not just to restore, but to renew sustainably.
