VTT's Housing Production Needs 2025–2045 study has estimated, among other things, how many new homes need to be built and where, based on regional population forecasts.

According to the housing production needs study, Finland needs over 35 new homes annually, or a total of approximately 000 homes by 700. If development proceeds according to the more moderate trend forecast, the number will be approximately 000 homes per year.
The increase in the need for housing production is due to natural population growth in cities, immigration, the increasing prevalence of single-adult households, and the earlier independence of young people.
The study has examined regionally how the need for housing production is distributed among the fourteen largest urban regions. The share of these in Finland's annual housing production has risen to 80–90 percent.
The research is intended as a tool for forecasting housing construction and for the state and municipalities to develop the community structure.
The study, published in February 2025, was commissioned by the Ministry of the Environment, the Federation of Finnish Construction Industries, the Association of Finnish Local and Regional Authorities, Municipal Finance and the Ministry of Finance.
